A foreman in Red Deer told me to skip the permit on a basement bath, still not sure if he was right

He said for a 3 piece rough-in nobody checks and the $400 in fees and 3 week wait would kill my margin. I pulled the permit anyway, and now I'm second guessing whether I burned money or saved myself a stop-work order. Anyone here actually had the county catch an unpermitted basement bath, or is he right that it never happens?
