Paid $600 for a foundation quote, dude showed up with a tape measure and a clipboard

Guy from Calgary came out to look at my basement cracks near Airdrie. Spent 20 minutes walking around, took zero photos, then handed me a handwritten estimate for $18,000. I asked for a breakdown and he said "that's the price, take it or leave it." I told him no thanks and he billed me $600 just for the visit. Turns out he was a middleman, subbed everything out to another crew. Lesson learned, next time I'm getting three quotes from actual excavators and asking about site visit fees upfront. Has anyone else gotten slapped with a fee just for a walkthrough?
