Saw a Corvette strapped down with bungee cords at a rest stop in Ohio

Stopped for coffee on I-70 last Tuesday and watched a guy load a C5 Corvette onto a rented open trailer. He had two bungee cords holding the front wheels to the rails, not a single real strap in sight. I get that it was probably a short haul, but if that thing shifts at 70 mph, it's not just his car that gets wrecked, it's the minivan behind him too. How hard is it to spend 80 bucks on proper tie-downs? Has anyone else seen sketchy truck setups like this and actually said something to the driver or just walked away?
