Okay I finally figured out why my scarecrow never worked and I feel like an idiot
I built this lopsided scarecrow two summers ago with a flannel shirt and a plastic pumpkin head, and the crows kept landing on him like he was a bench, so last weekend my neighbor Dan in Boise pointed out the fake owl next to him does all the real work. Turns out a scarecrow that does not move is basically a perch once the birds figure it out, and here I was blaming the crows for six weeks. Does anyone actually rig theirs to sway or wobble, and if so what did you use that did not fall apart after one rain?
