Question about a weird torque stripe issue on a Cessna 172 in Tucson

I was helping a new guy, Mark, with an annual inspection last month. He pointed out a torque stripe on a fuel line fitting that looked perfect but the fitting itself was a quarter turn loose. It happened at the small field in Tucson where we were working. Has anyone else run into a situation where the paint was right but the hardware wasn't?

Guess the guy who painted it was having a real "close enough" kind of day. So the stripe is perfect but the part is loose? That's like putting a fresh coat of wax on a car with three flat tires. Makes you wonder how many other things got the same artistic touch but zero actual torque.
