My gravel pad shifted 4 inches after one wet Oregon winter

I put in a 12x16 foot gravel pad for a shed in March, leveled it by hand and packed it with a tamper. By last month after all that rain near Eugene, the edges sunk enough that the shed door started dragging. I dug down and found I only put 2 inches of gravel over bare dirt, no geotextile fabric underneath. The mud just worked its way up and pushed everything sideways. Would adding a proper base layer of crushed rock have kept this from happening, or do I need to bite the bullet and pour a concrete slab instead?
