Overheard a hostel owner bragging about skipping permits for 5 years

I was at a pub in Barcelona last week and this guy was loud on the phone about how he saved $20k by never getting proper licenses for his 8-bed dorm. Has anyone else run into shady budget accommodations that cut corners like this? How do you check if a place is legit before booking?

That "saved $20k" is probably passed on to guests with cheaper beds, so I'd thank him for the discount.
