Deck pour went sideways after a 2 hour rain delay

Last week we were set to pour a 40 foot deck in Austin, got everything formed and rebar tied, then the sky opened up right when the truck showed. We waited it out and poured anyway, but the surface turned to mush and we spent 4 hours trying to save it with a power trowel. My foreman kept saying we should've bumped the mix and called it, and now the owner wants a discount even though it'll probably cure fine. Has anyone else pushed through a bad weather window and regretted it, or am I being too hard on myself?
