Was last Tuesday just a fluke or did the whole grid actually glitch?

My block in Portland lost power for 43 minutes at 3pm Tuesday, clocks all reset to 2009 and ATMs went nuts, but the news said nothing. Friends in two other states say their own weird stuff happened that exact day, so was that some coordinated drill or just one wild coincidence? What do you think happened?
