Walked into a new build in Phoenix and spotted a code violation in 5 seconds

I was doing a quick walkthrough for a friend who's thinking about buying this place. The builder put the motion sensor right above a supply vent, which is just asking for false alarms every time the AC kicks on. I told the realtor and she shrugged, said the builder has been doing that for years. How are we supposed to trust a rough-in when the basics are this lazy? Anyone else seeing this junk passing inspection in their area?

That vent placement is honestly the tip of the iceberg, if they're that careless with something you can see, imagine what's hidden behind the drywall. I've seen builders skip sealing duct joints for years and it's always the same excuse, "it passed inspection.
