Found out I was setting my fence posts in the wrong spot, gravel does not go where I put it

I built two runs of 6 foot privacy fence in my yard in Rochester last summer and figured dumping gravel in the bottom of each hole was the right move. Last weekend I helped a neighbor dig out a post that had started to lean after 14 months, and the gravel was sitting in a solid plug at the bottom while the whole post sat in wet mud above it. Is the gravel supposed to go under the post for drainage or packed around the sides, because I clearly got this backwards?
