Vent: my floating deck sank 2 inches after one rainy spring in Cincinnati

I built a 12x16 floating deck behind my house off Reading Road and skipped the concrete footings because a guy at the lumber yard said gravel was fine. Come April we got 5 inches of rain in a weekend and the whole northeast corner dropped, so now the boards slope and my grill rolls toward the fence. I tore up 8 boards yesterday and found the gravel had just washed out under the beam. Do I pour footings and start over, or is there a way to jack this thing back up without pulling the whole frame?
