Discovered barber license rules vary by state more than I thought, Maine needs 1500 hours and Georgia only 900

Was looking into opening a second chair setup for a buddy who moved here from out of state. Checked the state board website and nearly fell over. Maine wants 1500 hours of training but Georgia only needs 900. Same trade, same scissors, half the time difference. He ended up having to take a 3 month refresher course just to transfer his license over. Has anyone else dealt with how stupid the reciprocity rules are between states?

Remember my buddy drove 4 hours to get his cosmetology license renewed in a different county because his home state required a written test nobody could schedule for months. He showed up with his logs, paid the fee, and they told him his hours didn't count because the school taught a different technique for layering cuts. He had to redo 200 hours at a local academy, which cost him like 3 grand and two months of weekends. He still jokes about how a haircut in one state is apparently illegal in another. Really makes you wonder who writes these rules.
