I'm split on whether buying in bulk actually saves money or just makes me waste more

My buddy Mark swears by buying 25-pound bags of rice from the Asian market for $12, says it cuts his meal costs by half. But I tried it last month and ended up throwing away like 5 pounds because it got weevils after sitting in my pantry too long. On the other hand, my aunt in Phoenix buys family packs of chicken and freezes portions, and she swears she saves $30 a month that way. So is the bulk buy a win if you have the freezer space and a plan, or does it backfire for most people? What's your experience been with bulk rice or meat or anything else?

Is it bad that my bulk toilet paper stash now has a bigger carbon footprint than my car from returns?

My Costco frozen chicken breast bags worked great until I forgot one in the back of the freezer for six months. The freezer burn was brutal, wasted like $20. Now I only buy bulk if I meal prep the exact same thing three times that week. For rice I switched to smaller 5 pound bags from the Indian grocery store, no weevils so far and I actually use it all up.
