Overheard an old timer say something about governor tension today

Was on a service call at a 12-story building in downtown Austin and this retired mechanic told me loose governors cause more nuisance shutdowns than bad switches. Anyone else find that true or just old school talk?

He ever explain why that happens mechanically or just said it as a general rule? Curious if there's actual physics behind it or if he's passing along something he heard back in the 70s.

Did he test it with the same stick in different water temps? That'd settle it.
