My old condo had a $350 monthly fee that everyone called a "capital fund." After five years they hit us with a special $2000 assessment for new roofs anyway, so the whole thing felt pointless. It just became another bill that never actually covered the big repairs they promised. You're right, it's mostly just keeping the lights on in the common areas and cutting the grass. Felt like throwing money into a hole.
