Hit 1,000 strong passwords in my vault but my coworker still uses 'password123'

I manage our crew's shared accounts and just passed 1,000 stored logins, but today my coworker handed me a sticky note with our vendor portal password on it. That's the third time this month he's done that. How do you guys handle people who refuse to use a password manager?

Read a study that says most breaches come from reused passwords, not weak ones.
